What is happening in Figma when I double click on an element and see diagonal lines?
Double clicking enters a mode where you edit the shape and it’s points. The diagonal lines show that the shape has a fill there.
The top layer is not getting in front of the other
If using auto layout, layers can be arranged back-to-front
