We use underscores to pin files to the top of the finder window.
For example, we put an underscore in the “_CLIENT FOLDER TEMP” so it is always at the top of the list in the “_Clients” folder on the NAS.
In short: It’s just a quick and easy way to pin a file to the top of finder.
